Finance Officer
Ensure an accurate, efficient and timely accounting and financial management and reporting system. Manages the Association’s accounting functions, practices, procedures, and reporting in accordance with OMB policies and GAAP accounting principles. Assists with risk management oversight and manages investment liaison activities and fund accounting. Lead compliance with standards and policies.
DUTIES AND RESPONSIBILITIES
The essential functions of the job include but are not limited to the following:
A. Finance
Develop, implement, monitor, and modify, as necessary, the financial control system to provide for accurate and timely analysis and reporting, as well as controls over financial transactions.
Oversee financial aspects of the Association, including all aspects of the financial system.
Design and implement financial systems that improve the financial information flow and analysis.
Develop and implement financial programs that assist in the retrieval of pertinent and accurate information and minimize costs.
Prepare and deliver financial reports to the General Coordinator for approval. Review approved financial reports with the finance and audit committees, other team members, donors, nonprofit, and federal and state agencies as required.
Develop, implement and monitor a system to provide for the best utilization of cash flow to maximize investment performance.
Consult with the General Coordinator to ensure sound fiscal decisions are made
Serve as staff to the Association’s finance committee and serve as interface with consultants.
B. Accounting
Develop, implement, monitor, and modify, as required, standard accounting policies and procedures for the Association and the individual funds.
Develop, implement, and maintain programs, policies, and procedures that ensure the consolidation and coordination of accounting systems.
Develop, implement, and modify as necessary a budgetary process which includes the development of accurate and timely budgets for periodic monitoring and reporting as required.
Develop, implement, and oversee the accurate and timely generation of financial statements including available-to-spend balances
Prepare all balance sheet reconciliations.
Develop and prepare non-accounting reports and analyses.
Review financial aspects of grants and gifts from donors.
Distribute annual 1099 forms at year-end.
Develop, implement, and maintain programs and procedures in the area of Accounts Payable, including administrative expenses and grants payable/receivable.
Develop, implement, and maintain programs and procedures to support the budgeting for and implementation of ongoing payroll functions
Prepare for and coordinate the annual audit; serve as staff for audit committee.
Perform other tasks as assigned for the successful operation of the Association.
C. Regulatory Filings and Taxes
On a timely basis, review and prepare all tax forms including the 990, UCT-6 and the 941 payroll tax return, annual Florida solicitations report.
Develop, implement and monitor systems which provide sufficient information to appropriately account for reporting any necessary federal, state and local taxes and any other governmental reporting requirements
D. Investment Activity
Serve as liaison between the Association investment committee and investment consultants.
Attend meetings with investment managers regarding investment makeup and performance levels.
Review investment changes to investment committee and facilitate changes once approved.
E. Human Resources, Benefits and Payroll
Maintain payroll budget allocations worksheet, track paid time off, reconcile payroll deductions and ensure compliance with the Association’s benefits program and annual employee W-2.
F. Grants
Works with the grant writer to create program and project budgets, oversees grant spending, meets regularly with General Coordinator and Grant Writer, prepares financial and budget reports for funders alongside the grant writer.
G. Other
As part of the management team, contribute to and help develop/implement the Association risk management system.
REPORTS PREPARED
Association consolidated financial reports as requested by the General Coordinator or the Board of Directors, Finance Committee, Investment Committee and Audit Committee.
Monthly management and program finance reports
Consolidated annual budget, Activity Budgets and Project Budgets, Government reports
Develop reports in support of Grants Manager or Administrator.
Other related reports as required
INTERFACE
Internal: Must positively interface with all staff members, Board of Directors and volunteers.
External: Must maintain positive interface with grantees, donors, bankers, lawyers, insurance company representatives, auditors, agencies, consultants, and current / potential stakeholders within the community

Bachelor’s degree in Public Administration/Business Administration or related field; a minimum of seven (7) years of progressively responsible experience in Accounting or a combination of education and experience. Excellent verbal and written communication skills. Solid PC skills, including financial accounting system experience, spreadsheet and word processing software. Familiarity using accounting and/or database software helpful. Bilingual or multilingual abilities a plus. but not required.
Ability to read, analyze and interpret general reference periodicals, professional journals, technical procedures, government regulations, financial reports and legal documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to prepare reports and correspondence, as well as presentations and articles, using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management of own organization or outside organizations, public groups, and/or members of governing Boards.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to calculate interest and percentages.
